I think the pink puffball eyes save him from looking overly scary. Although I wouldn’t like to bump into him on a dark night.
This one is more of a wicker creature, benevolent and created to cheer up the neighborhood. And that it did!

Your neighbors were quite creative! Many years back we noticed a metal dragon in a field beside I-5 down around Yreka, California https://www.roadsideamerica.com/tip/16746
They really were. That dragon is fantastic. Would love to have it lurking in the woods behind my house.
